The Clean Water Act created the National Pollutant Discharge Elimination System (NPDES) program. Part of this program is the Municipal Separate Storm Sewer System Permit - also known as the MS4. The City holds an MS4 permit from the Minnesota Pollution Control Agency. The MS4 requires that we create and maintain a Storm Water Pollution Prevention Program (SWPPP). The primary areas of focus for our SWPPP are outlined below.
