The Clean Water Act created the National Pollutant Discharge Elimination System (NPDES) program. We operate our storm sewer system through a NPDES permit from the Minnesota Pollution Control Agency. The permit requires a Storm Water Pollution Prevention Program (SWPPP) with City plans for the following:
