Snow and ice control is a large task, and an important one, managed through our skilled Public Works staff. Clearing the snow and ice from City streets to ensure the best of service is an undertaking only meant for the best of teams. As the needs arise, our highly trained crews are dedicated to working late nights and early mornings to clear 688 total lane miles of City streets, 637 cul-de-sacs and 80 miles of trails.

Quick List - What to Know
- Roadways will be plowed when approximately 2 or more inches have fallen or other conditions as warranted per policy.
- Snowplowing start time is typically 4:00 a.m. the day of the snow event.
- Main roadways are plowed first then side streets/cul-de-sacs. The day after an event has been cleared crews will start trails & sidewalks.
- Dakota County plows County Roads - Cliff, Diffley, Lexington, Lone Oak, Pilot Knob and Yankee Doodle. Contact them at (952) 891-7900.
- MnDOT plows all State highways in Eagan - 35E, 494, Cedar Ave, Hwy 3, Hwy 13, Hwy 149 and Hwy 55. Contact them at (651) 296-3000.
- Garbage containers need to be 3 feet behind the curb.

Winter Parking Restrictions
The City of Eagan has an odd/even winter parking schedule in place from November 15 – April 15:
From 6:00 a.m. to 6:00 p.m.
On even days: Parking is ALLOWED on the side of the street with EVEN house addresses.
On odd days: Parking is ALLOWED on the side of the street with ODD house addresses
From 6:00 p.m. to 6:00 a.m.
Parking is allowed on both sides of the street every night.
This ordinance is in effect from November 15 to April 15 whether there is snow on the ground or not. Vehicles in violation of the parking ordinance may be ticketed and/or towed. The reason for the ordinance is to provide for more efficient and safer snow removal, and to help identify abandoned or disabled vehicles. Any object (fences, landscaping, etc.) that could hamper or be damaged by the snow removal operations should be removed from the boulevard area. Garbage awaiting pick-up must be placed at least 3 ft. behind the curb line.
Winter Parking in Cul-de-sacs: If the house numbers within the cul-de-sac are all even or all odd, then parking is only allowed on the cul-de-sac every other day from 6 a.m. to 6 p.m.

Among other things, this document outlines the factors considered for when and how snow and ice clean-up happen.
Plowing or ice control generally begin when any combination of snow, freezing rain, sleet, and/or wind conditions effect city roadways. The primary efforts will be the plowing of all streets and the application of salt/sand or other chemicals at major intersections, steep grades or other critical areas. The secondary effort will be the application of sand/salt on lower volume roads.
The City has classified City streets based on the street function, traffic volume, and importance to the welfare of the community. Accordingly, snow and ice control routing is designed to provide the maximum possible coverage to higher volume safety sensitive areas first.
This document also outlines the limited responsibility the City maintains in the event of damage to mailboxes, grass, and other items in the right of way (ROW). Snowplowing operations inherently deposit snow off the traveled portion of the public right of way onto the adjacent boulevard and drainage easement areas. Further specifications can be found within the policy or outlined under ROW damage.
County & State Roads
County Roads including Pilot Knob Road, Yankee Doodle Road, Lone Oak Road, Diffley Road, Cliff Road and Lexington Avenue are managed and plowed by Dakota County.
State Highway 77 (Cedar Avenue), Highway 13, Highway 149, and Highway 55 are managed and plowed by the Minnesota Department of Transportation (MnDOT), as are Interstate 35E and Interstate 494.

Curb Lines
*Stakes available October 10, 2022 thru December 2, 2022* Mark your curb line. Free wooden stakes are provided to Eagan residents, up to 8 per household, to mark your curb lines in preparation for winter plowing. Stakes are available the beginning of winter outside the front doors of the Eagan Maintenance Facility, 3501 Coachman Point. They are available 24/7. This does not guarantee your lawn will not be hit by the plow blade over but it could help.
Cul-de-sacs
The City of Eagan maintains over 600 cul-de-sacs during a snow event. Neighbors can petition to have their cul-de-sac plowed a certain way. Signatures are required from each resident in the cul-de-sac to show 100% agreement. All petitions are considered upon receipt but changes approved on petitions submitted after October 31st will not be put in effect until the following winter season. Please note that regardless of how the cul-de-sac is plowed, snow will still land at the end of all driveways as the plow circles through.
Residents can petition to have their cul-de-sac plowed in one of the two following manners:
- Clear to curb: Results in a larger pile of snow at the houses at the end of the cul-de-sac and along one specified address in the cul-de-sac.
- Pile in the center of the cul-de-sac: This option is not always possible due to the size of the cul-de-sac.

Right-of-Way Damage
Mailbox Damage
The City replaces mailboxes that are damaged, broken or knocked down only if there was a direct contact by a City plow or City vehicle provided the mailbox was installed and maintained to City and postal specifications. The Mailbox Standard require mailboxes be located at least 48" above the street level with the forward bottom corner located behind the back of the curb. The mailbox post must be 10’’ behind the curb line. Mailboxes and support posts need to be in good condition. Check to be sure it is not worn or cracked or unstable. If the damage meets the criteria, we will add them to our mailbox repair list and repair accordingly when weather permits in the spring. Submit a request to report mailbox damage.
Garbage Containers
Residents’ garbage containers need to be at least 3 feet from the end of their driveway if it is a covered garbage receptacle and 8 ft. for uncovered receptacle. If the container is knocked over and it did not meet these specifications the City will not pick up trash; it is the owner’s responsibility (code section 10.01). This does not guarantee your container will not be knocked over but it could help.
Turf Damage
The City holds limited liability. The City will repair damage to turf by a street plow (excluding trail plows) if the damage is reported to the City by the June 1st deadline. Repairs will be made in the spring or whenever the weather is appropriate (generally May). Repairs are made in the form of damaged turf being removed, black dirt being placed to fill holes and seed being spread. It is solely the homeowner’s responsibility to water the turf. Submit a request to report sod damage.
All incidents of sod damage must be reported by June 1 in order to be part of the seed list.
Right-of-Way Damage
Sprinkler head, driveway, fence and landscaping - Snowplowing operations deposit snow off the traveled portion of the public right of way onto the adjacent boulevard and drainage easement areas. The City will not be responsible for damage to any objects/amenities (sprinkler heads, driveway, fences, landscaping, etc.) located in these publicly dedicated areas (code section 7.06).
