The City of Eagan has been exploring a rental licensing program, aiming to maintain current housing stock and ensure safe housing. Many of our neighboring cities have similar plans. Crafting a strong policy requires hearing from diverse voices. Over the past few months, nearly 500 renters, homeowners, and landlords have weighed in through facilitated conversations, a survey, and in-person engagement.

Feedback So Far
- Sixty-one percent of those surveyed support a program that would ensure well-maintained and safe housing for tenants.
- Respondents’ top two priorities were ensuring we continue to have well-maintained housing (72%) and safety in every home (63%).
- Eighty-four percent of Eagan renters support or strongly support a rental licensing program.
Attendees of facilitated conversations identified benefits of a rental licensing program, including housing safety, tenant equity, and maintenance standards. Challenges mentioned were licensing fees and costs of repairs passed on to renters.
Next Steps
Staff will use this feedback to draft an ordinance amendment to create a rental licensing program. Public hearings in 2023 will gather more input, which will be followed by City Council action. See more at
