Permit applications and building plans are reviewed in the order that they are received. Submitting an incomplete application and/or plans may slow down the plan review process.
Permit Fees
Permit fees are determined by the type of project. While some projects have a fixed-fee or fixed-valuation, other projects have fees based on the cost of the project. The 2023 Permit Fee Schedule describes most permit costs.
The City of Eagan applies a fixed valuation to the following residential Building Permit project types, resulting in fixed permit fees:
- Permits to replace one window/door or replace an overhead garage door have a fixed valuation of $1,500, and a permit fee of $65.75.
- Permits for drain tile, radon mitigation systems, solar arrays, wind energy systems, egress windows, or above-ground swimming pools have a fixed permit fee of $135.00.
- Single-family roof, siding and window permits are based on a fixed valuation of $5,000 per work type:
- $5,000 valuation = permit fee of $135.65
- $10,000 valuation = permit fee of $220.90
- $15,000 valuation = permit fee of $306.15
The fees for the following Building Permit projects are based on square footage valuation as determined by the Plan Reviewer. There is a $2,000 minimum valuation per residential project. Please reference the 2023 Residential Valuation Table handout for values assigned to residential spaces.

Residential Plumbing and Mechanical Permits have fixed fees.
Commercial Building Permit fees are based on project valuation and the League of Minnesota Cities fee schedule. Please call (651) 675-5675 for permit fee information.
The following commercial Building Permit projects are based on a fixed fee, as follows. Fees for the following work types are $135.00 and include a plan review charge and State Surcharge:
- Tents >200 sq, ft.
- Canopies >400 sq. ft
- Greenhouses
- Drain tile
- Pylon signs over 7' tall
Commercial Plumbing and Mechanical permits are based on 1.5% of the job contract and Fire Alarm and Fire Suppression Permits are based on 1% of the job contract.
Permit fees are collected at the time a permit is issued. Acceptable methods of payment are: check, cash, Visa, MasterCard, Discover and American Express.
