Most discretionary land use actions considered by the City of Eagan are subject to the City Environmental Review process. We welcome public input on any issue being considered by the City.

What is Environmental Review

When the city identifies that a new project might seriously affect the environment, an Environmental Review is done before granting permission. This review helps decision-makers within the city understand the project's environmental scope and impact. Environmental Review is required by Minnesota Statute 116D and Minnesota Rules 4410.

Types of Review Documents

Environmental Review documents are presented in three forms:

Environmental Impact Statement

An Environmental Impact Statement (EIS) is a thorough analysis of the significant environmental, social, and economic impacts of a project. The EIS process starts with a scoping EAW and a draft decision document, similar to an EAW, to identify the main issues. The EIS also looks at alternative project designs or locations that might have fewer environmental impacts. More information about the EIS process is available here.

Environmental Assessment Worksheet

An Environmental Assessment Worksheet (EAW) gives a short summary of how a project might impact the environment. It helps decide if a more detailed Environmental Impact Statement (EIS) is needed. EAWs are usually 15-50 pages long and contain 31 questions that outline the basic environmental effects of the project. The EAW doesn't approve or deny a project but provides information for other approvals and permits. You can find more about the EAW process here.

Alternative Urban Areawide Review

The Alternative Urban Areawide Review (AUAR) is a tool local governments use to understand how different development plans might impact their community's environment. It allows for environmental analysis before major development happens, helping guide local planning and zoning decisions. More details about the AUAR process can be found here.

Viking Lakes AUAR 5-year Update

The City of Eagan is seeking public comments on the Minnesota Vikings Headquarters and Mixed-Use Development Alternative Urban Areawide Review (AUAR) Update.

MV Ventures Properties, LLC is preparing an AUAR Update for an approximately 200-acre area, known as the Vikings Lakes development, located in the southeast quadrant of the intersection of State Highway 149 (Dodd Road) and Interstate 494, between Lone Oak Parkway and Ames Crossing Road, City of Eagan, Dakota County, Minnesota. The AUAR area has not yet been fully developed, and is thus subject to Minnesota Rules, part 4410.3610, subpart 7, in which an AUAR and plan for mitigation must be revised every five years until all development in the AUAR area has received final approval. The AUAR Update serves as an update to the original 2016 AUAR and subsequent 2021 Update and includes information on development activities completed to date, projected future development, an update to the environmental analysis where necessary, and a review of mitigation measures.

The AUAR Update will be available for public comment starting on Tuesday, May 19, 2026, and will conclude on Wednesday, June 3, 2026. The City will accept written comments via mail or email. Comments will become part of the official record of the AUAR process.
