Eagan Art Block kicks off with Grand Opening Party at Eagan Art House
Visitors can enjoy the free grand opening party at Eagan Art House and then two weeks of activities during Eagan Art Block.
Eagan, MN - Eagan Art Block is a community-hosted, family-friendly event bursting with interactive activities. This year’s event will be packed, with a dozen different events throughout the heart of Eagan.
Eagan Art House Grand Opening

The Eagan Art House will host a grand opening celebration Saturday, Sept. 13. The new Art House building is a creative community space built for everyone, housing our art community in a vibrant new space. Visitors can explore the sustainable features, bright rooms, and beautiful layout of this new building at the grand opening party. Building tours and photo ops will be available, as well as treats for purchase.
The celebration is free and open to all, with hands-on artmaking, live demos, and Eagan artists in action. Visitors can also sign up for classes like painting, drawing, digital art, textiles, pottery, fused glass, and more.

For two weeks, Eagan will enjoy art activities and events across the city. From Qigong Tai Chi and mosaic-making workshops to forest bathing to tie dye, there’s something for everyone. Upgrade your home with support from the City of Eagan and Electrify Everything Minnesota
Upgrading gas appliances to efficient electric alternatives reduces your carbon footprint and improves your home’s comfort.
Eagan, MN - Heat pumps, induction stoves, and other modern electric appliances are changing the way Minnesotans power their homes. The City of Eagan is excited to announce its partnership with Electrify Everything Minnesota, a regional initiative that helps residents electrify their homes.
The City will host an Electrify Everything Minnesota workshop on Monday, Oct. 6, at the Eagan Community Center (1501 Central Pkwy). The free event will walk participants through the steps of home electrification and provide tools to make the process easier and more affordable.
Electrify Everything Minnesota is managed by Center for Energy and Environment and supported by the local governments including the City of Eagan, as well as other foundation and nonprofit partners.
“We’re so excited to offer this workshop to residents,” Eagan’s Sustainability Coordinator Gillian Catano says. “This is a great opportunity for homeowners to explore the most efficient, healthy, and cost-effective options for modernizing their homes.”
What is Home Electrification?
Home electrification, the process of upgrading gas-powered appliances to efficient electric alternatives, is a practical and impactful way to reduce a household’s carbon footprint and improve comfort and health. Electrify Everything Minnesota connects residents to home electrification information, incentives, and contractors to make choosing electric options easier.
With Minnesota’s electric grid now more than 50% carbon-free — and on track to be 100% carbon-free by 2040 under state law — electric appliances are a smart choice for both the environment and the wallet.
The push for electrification is about more than just efficiency — it’s about creating a healthier community and future-proofing homes against rising energy costs and environmental challenges. Electric appliances like heat pumps and induction stoves offer better air quality, safety, and long-term savings while making homes more comfortable and environmentally friendly.

Eagan Food Truck Festival is next week

Free Lead Soil Screening at Eagan Market Fest
Participants can bring soil samples for on-site lead testing by the Minnesota Department of Health and Dakota County.
Eagan, MN - On Wednesday, July 9, soilSHOP will provide free lead screenings at Eagan Festival Grounds from 4–8 p.m. Participants can bring soil in clean plastic sandwich bags from community gardens, yards, or play areas and receive on-the-spot results. One-on-one consultation, education, and recommendations will be provided to each participant by MDH and Dakota County public health experts.
Free blood lead testing will also be available courtesy of the Sustainable Resources Center Leadie Eddie van, a mobile lead testing unit that travels to community events. Kids aged 6 and under, pregnant people, and at-risk adults will be prioritized for testing.
Lead is often present in soil due to past uses of lead in gasoline and paint, and from some industrial releases. But lead poisoning is preventable, and soilSHOP can help. Public health and environmental experts from Dakota County and MDH will be on site to share information on reducing exposures to contaminants like lead and answer questions.
“Our partnership with Eagan and Dakota County for this soilSHOP event is a great way to help people learn what’s in their soil and how to keep their families safe,” said Dan Cronquist, hydrogeologist with the Minnesota Department of Health. “It’s an easy, free opportunity to get soil screened and find out if there are any health concerns to be aware of, especially for kids and gardeners.”

Eagan Police Chief Roger New Announces Retirement After 31 Years of Service
Eagan, MN - After more than three decades of dedicated service to the City of Eagan, Police Chief Roger New has announced his plans to retire in the fall of 2025. Chief New has served the department for 31 years, including the last seven as Chief of Police.
Chief New’s retirement marks the end of a significant era of leadership for the Eagan Police Department. Throughout his career, he has played a pivotal role in shaping the department through innovative practices, a strong emphasis on community partnerships, and a deep commitment to organizational culture.
“Chief New has been a steadfast and visionary leader,” said Mayor Mike Maguire. “His integrity, professionalism, and commitment to building trust with our community have left a lasting legacy. We are deeply grateful for his service and wish him a well-deserved retirement.”
Throughout his tenure, Chief New has prioritized transparency, community engagement, and internal leadership development. He credits much of the department’s success to the dedicated members of the organization that he has served over the years.
Under Chief New’s leadership, the Eagan Police Department enhanced its community policing efforts, invested in staff development and wellness, and strengthened relationships with residents, businesses, and both local and regional partners.
Reflecting on his upcoming retirement, Chief New shared:
“While my departure is bittersweet, I’m proud to be leaving at a time when officer wellness and mental health are not an afterthought, the City’s investment in public safety innovation is unmatched, and community support is at an all-time high. The department is also built for future success, which wouldn’t be possible without the support of City leadership.”
Chief New plans to continue his role until the fall, maintaining “business as usual” to support a seamless transition.
City leaders emphasize that while this transition brings change, the core values and high standards that define the Eagan Police Department remain unchanged.
“The City of Eagan is committed to a seamless leadership transition and maintaining the high-quality public safety services our community expects and deserves,” said City Administrator Dianne Miller. “A recruitment plan is in the early stages, and more information will be shared as the process unfolds.”
The City extends its sincere thanks to Chief New for his outstanding service and will honor his contributions in the months leading up to his retirement.

Eagan City Administrator Dianne Miller Announces She Will Stay in Eagan
Eagan, MN - After announcing her resignation in May to take on a national leadership role, Eagan City Administrator Dianne Miller has decided to remain with the City of Eagan and continue serving the community she calls home.
Miller, who has worked for the City of Eagan for 24 years, initially planned to accept a position as Deputy Director and Chief Operating Officer for the International City/County Management Association (ICMA). After thoughtful reflection, she has chosen instead to stay rooted in local service.
“After a lot of thought and reflection, I realized how much I value being part of a team that is directly serving a community,” Miller shared with staff. “The work we do here in Eagan, the relationships we’ve built, and the culture we’ve created together mean a great deal to me. Eagan is my place. And I love it too much to say goodbye.”
The Eagan City Council has formally accepted the withdrawal of Miller’s resignation at the City Council workshop on June 10, affirming their support for her continued leadership.
Mayor Mike Maguire expressed support and appreciation for her decision. “Dianne’s commitment to this community is inspiring. We were grateful for her service before and are even more so now. Her leadership, vision, and deep sense of responsibility are exactly what make Eagan a remarkable place to live, work, and play.”
“This experience reaffirmed for me just how meaningful our work is and how special this community truly is,” Miller said. “I’m more committed than ever to continuing our work together on behalf of this incredible community. I’m excited to be staying in Eagan and honored to keep serving as your city administrator.”

Lakefest has three events this summer at different Eagan lakes
Eagan, MN - Eagan’s 1,200 lakes, ponds, wetlands, and a stretch of the Minnesota River are defining characteristics and significant assets of our community. They help make Eagan a desirable place to live, work, play, and visit, and protecting them is part of who we are.
“Everyone in Eagan should be able to enjoy our wonderful park spaces, whether they go fishing, birdwatching, walk the trails, or just enjoy being outdoors,” Water Resources Specialist Jessie Koehle said. “We work hard to protect and improve our lakes and wetlands here in Eagan, and we want everyone to know just how special these places are!”

Lakefest 2025 brings the fun to three Eagan lakes! Join us to try out shoreline fishing basics, learn about aquatic life, play games, and build water-themed crafts.
“Our shallow lakes are home to an incredible variety of wildlife, from aquatic plants giving shelter to insects, fish and turtles, to muskrats, herons, cranes, and even otters. Join us for any or all of our three Lakefest events this summer and chat with us to learn more and to enjoy summer fun by the lake,” Koehle said.

New Eagan Art House opens June 16
The Eagan City Council officially recognized the opening of the new Eagan Art House with a ribbon-cutting ceremony on Tuesday, June 3.
Eagan, MN - Last night, the Eagan City Council cut the ribbon at the new Eagan Art House building, ceremonially opening the facility. Mayor Mike Maguire thanked dedicated staff, teaching artists, City Council, and community members for making the new building possible.
“We’ve gone from a small 1,200 square foot rambler to a 10,000 square foot, fully accessible space. That means more classes, more studios, and more chances for everyone to create art,” Maguire said.
Focus on sustainability
“This building reflects our City’s commitment to sustainability,” Maguire said. “From 40 geothermal wells and solar panels to locally sourced beams, this facility was built with both care and purpose.”
Sustainability is a core feature of the new facility, in line with the City’s sustainability initiative. The new building is Eagan’s first fossil-fuel-free facility, powered entirely by 128 rooftop solar panels from day one. Ten solar tubes brighten the space with natural daylight, while 40 geothermal wells heat and cool the building using the Earth’s steady temperature. Outside, two acres of native prairie and four stormwater basins reflect a broader commitment to environmental stewardship.

More programs, classes, and gathering space available
"We are thrilled to welcome the community to this new space, whether folks are participating in a program, visiting the park, or viewing the artwork, we welcome everyone to the Eagan Art House," said Superintendent of Recreation Tanya Mozingo.
Art classes at the Eagan Art House are available for all ages and skill levels, with a wide variety of topics. But classes aren’t the only activity at the facility.
Birthday parties are available for ages 6 and up, and themes are clay, eco art, or tin foil doodles. Field trips for kindergarten through high school are also available.
In addition, the Eagan Art House offers space for private group gatherings such as team-building workshops, bridal showers, and family events. Each two-hour session includes a project with one of our teaching artists.

Eagan, MN - Eagan’s new Art House building is set to open next month, ready to serve the community’s thriving art community. The old facility was housed in a 1960s rambler, and the new building will help the City expand offerings and meet sustainability and accessibility goals.
The interior includes a gallery space that will feature rotating art exhibits, beginning with work by staff members of the Eagan Art House. The new building will be open to the public daily from 8:30 a.m. to 7 p.m., beginning Monday, June 16, increasing accessibility for residents.
Class and event registration is now open
It has been a few years since the Eagan Art House offered birthday parties, but they’re back! Parties are available for ages 6 and up, and themes are clay, eco art, or tin foil doodles. Field trips for kindergarten through high school have also returned.

Eagan Market Fest is back outdoors beginning June 4. Splash Pad at Eagan Central Park
Eagan Central Park Splash Pad is free to the public and includesmultiple ground spraying features as well as overhead fountains and buckets. The Splash Pad area also hasa rock seating wall and a sun shelter with picnic tables. All seating is first-come, first-serve, and spots are not open for reservations.
Location: Eagan Central Park, 1501 Central Pkwy. The Splash Padis adjacent to the Festival Grounds Pavilion (1507 Central Pkwy.).
The Splash Pad will open as weather permits in late May or early June through the end of summer.

Eagan City Council Adopts First-Ever Climate Action Plan
Plan sets bold vision for a resilient, sustainable future.
Eagan, MN - At its April 15 meeting, the Eagan City Council officially adopted the City’s first Climate Action Plan — a significant milestone in preparing our community for the ongoing and future impacts of climate change.
The plan is the result of a yearlong community-driven process involving residents, local organizations, and City staff. It lays out a strategic roadmap to reduce greenhouse gas emissions, build climate resilience, and promote a healthier, more equitable and sustainable future for everyone who lives, works, and plays in Eagan.
“Residents and other community members experience the local impacts of climate change,” said Gillian Catano, Eagan’s sustainability coordinator. “Our goal was to identify perceptions, needs, opportunities, priorities, and issues for the City to address through this plan.”
The Climate Action Plan is a foundational guide that will inform future decisions related to budgeting, planning, and cross-departmental partnerships. It aligns with regional, state, and national sustainability goals and represents a phased, strategic approach to climate action.
Scope of the Plan:
The Climate Action Plan outlines 75 specific actions across eight focus areas, including transportation, energy, buildings, natural resources, and more. Actions are categorized as regulatory, incentive-based, educational, or leadership-oriented, and will be implemented over a 10-year period.
“This plan is just the beginning,” Catano said. “The real work starts now, and we invite everyone in the community to stay engaged and help drive this important effort forward.”

Eagan community members collaborate to build an inclusive future
Residents, students, and members of the local business community came together to discuss how to help everyone thrive in Eagan.
Eagan, MN - On Thursday, April 3, nearly 200 community members gathered for Eagan's Spring Summit. From longtime residents to those newly connected to our city — whether living, working, or simply spending time here — everyone came with a shared goal: to help shape a more inclusive and thriving future for Eagan.
The event created space for meaningful dialogue and new connections. Over a shared meal, attendees dove into three questions guided by our facilitators from The Finding Human Institute, exploring what it truly means to love where we live — and how we can collectively contribute to a community where everyone thrives.
Thank you to everyone who shared their story, listened with curiosity, and helped make this first-ever Spring Summit a meaningful step forward in building a more connected and inclusive Eagan.

Eagan, MN - Celebrate Eagan's natural beauty during Earth Week with a weeklong lineup of events highlighting our city's nearly 1,200 lakes and 60 parks. Get involved with tree planting, trash cleanups, family-friendly activities, and educational sessions. This is your chance to enjoy Eagan's parks and green spaces while making a positive impact on the environment. There's something for everyone this Earth Week. Connect with nature and celebrate our community!
“We’re excited to offer a full slate of activities for residents this year for the first time,” says Gillian Catano, Eagan’s sustainability coordinator. “There’s something for every age and ability, with a focus on fun and also on effective actions. Residents can help clean up the community with City support during our ‘Green Up Eagan’ cleanup event. They can help combat invasive plants at Trapp Farm during our invasive plant pull. They can stop by Rahn Park for a suncatcher craft and Earth-inspired snack.”
Community members can check out the full listing of events, including a recycling presentation from Dakota Valley Recycling and a Sustainable Eagan Academy session on tree preservation and Eagan’s tree canopy.
The week kicks off with the Earth Week Celebration at Trapp Farm Park on Saturday, April 19, 1–4 p.m. Attendees can explore educational booths, connect with local businesses, and enjoy delicious food from a local vendor.
“We’re looking forward to connecting with the community at these events,” Catano says. We've had an Arbor Day celebration every year, but this is the first time we’ve had a full Earth Week calendar of events.”

Eagan Mayor Mike Maguire to Deliver State of the City

Moody’s Reaffirms City of Eagan’s Aaa Bond Rating, Reflecting Strong Financial Health
Eagan earns Aaa rating again.
Eagan, Minn - The City of Eagan has once again earned Moody’s highest bond rating, reaffirming the city’s strong financial position and commitment to sound fiscal management. This top-tier rating reflects Eagan’s solid economic foundation, strong cash and fund balance ratios, and responsible financial planning.
In its assessment, Moody’s highlighted Eagan’s thriving economy, high household incomes, healthy financial reserves, and low debt levels as key factors in maintaining this elite status. The rating ensures that Eagan can continue securing financing at the most favorable rates — allowing the city to invest in initiatives that enhance residents’ quality of life.
Strategic Investments in Eagan’s Future
One direct impact of this strong financial position is Eagan’s ability to enhance Parks & Recreation facilities, including upgrades to the Eagan Art House, the Goat Hill pavilion, and the Eagan Community Center. Access to low-cost financing made the continued investment in the City’s recreation facilities possible while keeping the tax impact lower for residents and taxpayers.

Eagan Ramping Up Hiring for Summer Activities
City of Eagan is accepting applications for summer jobs
Eagan, Minn - The City of Eagan is hiring hundreds of people for fun summer roles in recreation, at Cascade Bay Waterpark, and to maintain playing fields and parks.
With a robust park and recreation system with wonderful indoor and outdoor spaces, the city offers great opportunities for enrichment through part-time and full-time work for first-time job seekers. Apply today to:

Over two summers, he has made friends, learned important skills like responsibility, time management, and communications, and had the satisfaction of being able to use money he earned for meals with friends, car expenses, and other purchases. I’m happy he was able to work in a job that contributes to Eagan’s quality of life,” said Megan Flanagan, whose son worked for Eagan in 2024.

City of Eagan Continues to Earn Highest Credit Rating
Moody's again gives Eagan a Aaa credit rating.
Eagan, Minn - The City of Eagan has again been assigned a triple-A rating by Moody's Investors Service. This rating reflects the City's solid economic base and strong cash and fund balance ratios. The Moody’s rating also notes the City’s good fiscal stewardship.
“Eagan’s Aaa credit rating means we have the fiscal strength to issue bonding at good interest rates,” says Eagan’s Director of Finance Josh Feldman. “This puts us in the strongest position possible to invest in our community, public places and spaces, infrastructure, and other work.”
Feldman continued, “we are proud of our fiscal continuity, low debt, and strong management, which helps our local economy and everyone thrive in Eagan.”
One visible outcome of this strong credit rating is the City’s ability to re-envision Parks & Recreation facilities including the Eagan Art House, the Goat Hill pavilion, and the Eagan Community Center. Borrowing money at good rates allows Eagan to continue to invest in recreational opportunities, which rank high on resident value surveys.

Eagan Adopts Rental Licensing Ordinance
The ordinance aims to improve safety in housing
Eagan, Minn - The City of Eagan adopted a rental licensing ordinance on Tuesday, March 21, 2023. The purpose of the rental licensing program is to ensure safe housing for tenants and long-term maintenance of the City’s housing stock. The ordinance is similar to those adopted by more than a dozen Twin Cities communities, including Bloomington, Eden Prairie, Edina, Richfield, and St. Louis Park. The ordinance is posted on the City’s website at cityofeagan.com /rental-licensing.
Program benefits
The rental licensing program includes the installation and maintenance of smoke and carbon monoxide detectors.
“As housing stock ages, communities can see unintended consequences like deferred maintenance and less attention to safety features such as smoke detectors,” Eagan Mayor Mike Maguire said. “And that’s why the Council adopted a new rental licensing ordinance that creates accountability and ensures safe housing in Eagan for everyone.”
"Many communities see fire-safety improvements with the implementation of rental licensing programs,” said Eagan Fire Chief Hugo Searle, noting that the Burnsville Fire Department experienced a decrease in fires and fire deaths after that city’s program went into effect.
“This program will help the City verify that rental units have working carbon monoxide and smoke detectors, which are such important tools for protecting both lives and property,” Searle said. Other nearby cities have seen a large number of new smoke detectors installed after rental licensing programs began. For example, Roseville landlords installed nearly 4,000 smoke detectors since the beginning of that city’s rental licensing program.
Rental licensing also helps tenants advocate for repairs to ensure safe housing without needing to access the court system. “A tenant may contact the City with concerns about unsafe conditions,” said Jill Hutmacher, Eagan’s community development director. “The City will inspect the property and, if it finds a maintenance violation, work with the property owner to ensure that repairs are completed. A licensing program makes these issues easier to address by allowing the City to enforce a code to keep buildings in good condition.”
Rental Units in Eagan
Including single-family and multi-family units, approximately 30% of Eagan homes are now rented. There are approximately 9,000 rental properties in Eagan, and over 1,300 of those were converted from owner-occupied homes.
Next Steps
Rental licensing will begin being implemented on July 1, 2023. Licensing deadlines will be phased based on the type of unit and geographic location. Landlords will submit online licensing applications and city staff will reach out regarding inspections.
