Water conservation is the careful use and preservation of the water supply. Water is essential for life, a finite resource, and the reason Eagan is home to many beautiful lakes and wetlands. Helping reduce water use is a great way to protect these resources and save money.
Simple steps to conserve water
- Fix running toilets
- Turn off the tap while shaving or brushing your teeth
- Shower instead of bathing
- Only run full loads of laundry
- Set the washing machine to the correct water level
- Only run a full dishwasher
- Use water-friendly landscaping, such as native plants
- Water your yard, slowly, deeply, and less frequently
- Water early in the morning, close to the ground
- Use water-efficient appliances
Water Conservation Rebate Program
The City of Eagan offers rebates to help customers replace older, less efficient fixtures and appliances with water-saving models. Funding for this program is provided in part by the Metropolitan Council’s Water Efficiency Grant Program.
Who Can Apply
The rebate program is available to customers served by the City of Eagan water system. New construction and new development are not eligible.
How to Apply
Application instructions vary by property type.
Single-Family Homes
Single-family homeowners can apply online for rebates on eligible WaterSense® and ENERGY STAR® products.
Eligible rebates include:

Program Requirements
- Purchases must be made on or after July 1, 2026.
- Eligible products must be WaterSense® or ENERGY STAR® certified: qualifying products.
- Only one rebate will be issued per device within the replacement cycle listed.
- If a single household has multiple devices of the same type, a separate rebate application must be submitted for each device (i.e., three separate toilet retrofit applications for a three-bathroom home).
- The City reserves the right to inspect for proper installation before issuing payment.
- Upon approval, rebate checks will be issued by mail. This can take up to 30 days.
Smart Irrigation
Looking for a complete irrigation system evaluation? The Smart Irrigation Program provides a professional evaluation of your irrigation system and installation of a qualifying smart controller. Hire a participating CLIA-certified irrigation contractor to:
- Perform a professional irrigation system audit
- Identify opportunities to reduce water use
- Install and program a smart irrigation controller (if needed)
The City provides up to $250 per property—$170 toward the irrigation audit and $80 toward a qualifying smart irrigation controller.
Residential Single-Family Homes
The participating contractor handles the rebate paperwork. Property owners do not need to submit a separate rebate application.

Low-Income Cost Assistance
Need additional financial assistance? Income-qualified households may qualify for full replacement costs for select water-saving fixtures.
Cost of device and installation is fully covered by the Metropolitan Council up to:
- Toilet: $550
- Clothes Washer: $1200
- Dishwasher: $1200
- Showerhead: $100
- Faucet/Faucet Accessory: $100
Program Requirements
- Residents are eligible for this cost assistance program if the resident is enrolled in one or more of the following programs:
- Dakota County Emergency Assistance Program
- SNAP benefits
- Eligibility for the low-income cost assistance will require appropriate paperwork showing participation in one of the above programs.

Rethink Lawn Care
Most Minnesota lawns are planted with Kentucky bluegrass, which requires lots of water, fertilizer, and mowing to look good. For a terrific-looking, easy lawn, try growing fescues that grow deep roots and stay green even after drought.
Mowing your lawn short often prohibits its ability to grow deep roots. Deep roots reach more water and make your lawn healthier, stronger, and more disease-free. Set your mower to 3.5 inches or higher to grow deeper roots and use less water. Fescue grasses require less water to stay green.
