The City of Eagan does not issue general business licenses. Certain types of businesses need a license or permit from the City.

Before opening a business within the City, please check with the Planning & Zoning division to confirm that City Zoning allows your proposed business at its planned location.

City Clerk Permits

The City Clerk's office issues a variety of permits and licenses to help protect the public. They are issued for a broad range of events, business operations, registries, and property related activities.

Selling, serving, or providing alcohol requires an alcohol license from the City. There are a variety of license types available. An On-Sale Liquor License allows the sale of distilled alcohol, beer and wine for consumption at the business.

An On-Sale Wine and Beer License allows for the sale of wine and beer for consumption at the business.

An On-Sale 3.2 Percent Beer License allows for the sale of 3.2 percent beer for consumption at the business.

An Off-Sale Liquor License allows for the sale of distilled alcohol, beer and wine by a liquor store for consumption by the customer somewhere other than the business.

An Off-Sale 3.2 Percent Beer License allows for the sale of 3.2 percent beer for consumption by the customer somewhere other than the business.

A Temporary Liquor License allows for a non-profit to sell or serve alcohol for up to four days.

On-Sale Taproom and Off-Sale Brewer Licenses allow brewers to sell beer brewed on the premises for consumption at the brewery and to sell growlers of beer brewed on the premises.

People going door-to-door to sell a product or service are required to obtain a Solicitor-Peddler Permit. To apply for a solicitor/peddler permit, complete the application and submit it with a color copy of the front and back of a state-issued ID. The non-refundable application fee is $100. The applicant must pass a criminal background check. Once issued, solicitor/peddler permits are valid for one year. To determine what gambling license is required, please contact the State of Minnesota Gambling Control Board online: https://mn.gov/gcb/ or by calling (651) 539-1900. The Gambling Control Board will provide you with the correct license forms.

After receiving the license form from the Gambling Control Board, it must be submitted to the City for approval. Because gambling licenses must be approved by the City Council, please submit your application to the City as soon as possible. Hauling garbage and recycling from homes and businesses in Eagan requires a license. There are three different types of licenses:

  1. Residential Hauler Licenses are for haulers that collect garbage and recycling from individual homes (i.e. single-family homes, townhomes, etc.). The City limits the number of residential haulers licenses issued to seven. Click here for a list of the currently licensed residential haulers.
  2. Commercial Hauler Licenses are for haulers that collect garbage and recycling from businesses and homes that have a centralized collection location (i.e. apartment buildings).
  3. Construction debris haulers are for haulers that collect waster building materials, packaging, and rubble that come from construction, remodeling, repair and demolition of buildings.

To apply for a license, haulers must complete an Application Form and provide proper insurance.

You may soon see a new sight in a neighborhood near you—grazing goats! Based on requests from the community, the City Council adopted a permit  for “ prescriptive grazing” by goats. The animals are used to clear buckthorn and other invasive species. A permit is required and allows rental of goats on properties (or combined properties) of at least half an acre. A fence enclosure is required and in most cases, goats may be on a property no more than 30 days, up to two times per year.

A Kennel License is required for any facility that houses four or more dogs, cats, ferrets or rabbits more than six months old. Homes on residentially zoned properties are not eligible for kennel licenses. To receive a kennel license, the applicant must receive zoning approval through the City Council and must pass an annual inspection. Providing massage therapy services requires a license. The business providing massage therapy must receive a Massage Therapy Establishment License Application. To receive a license, the business owners and on-site managers must pass a background check and the location must pass an inspection.

In addition, every person providing massage therapy services must receive a Massage Therapist License Application. To receive a license, applicants must pass a background check and provide proof of education.

The City allows indoor paintball facilities via zoning approval and a Paintball Facility License. Outdoor paintball facilities are not allowed within the City.

Miniature pigs can be kept, via a permit, on single-family residential or agricultural properties. Property owners can keep a combination of up to three dogs, cats, rabbits, ferrets, or miniature pigs at their residence.

The following rules apply to keeping miniature pigs:

  • Miniature pigs must be spayed or neutered.
  • Miniature pigs must receive a rabies vaccination.
  • Miniature pig owners must have a fenced area on their property of at least 250 square feet (approximately 16 feet by 16 feet).
  • When on an owner’s property, miniature pigs must be kept within a fenced area. When off the owner’s property, miniature pigs must be kept on a leash with a harness or in a vehicle or cage.
  • Miniature pig feces must be picked up within 24 hours.
  • A license tag must be affixed to miniature pigs’ harnesses when they are off their owners’ property.
  • The slaughter of miniature pigs is prohibited on residential properties.
  • Miniature pigs must be less than 200 pounds.

Events in the Public Right-Of-Way, Parks, Streets

Events on Private Property

Outdoor events on private property require an Outdoor Event Permit and City approval.  Outdoor Event Permits are necessary for the following types of activities:

  • Outdoor exhibitions, including fundraisers, recognition events, or product sales*
  • Events open to the public, including outdoor arts, music, or other social events
  • Outdoor food or alcohol sales
  • Fireworks displays

Recycling Requirements for Events

Dakota County requires event sponsors to ensure trash and recycling are collected at all events. Beginning 2024, requires food scraps to be collected in back-of-house areas (non-public areas) for events with at least 300 people that generate at least one ton (8 cubic yards) of trash per event. The city through Dakota Valley Recycling offers free assistance and collection containers to help these meet requirements:

  1. Have recycling service
    Provide recycling service through a contract with a hauler or self-haul recyclables. Collected recyclables, food scraps – if collected, and trash must be delivered to a facility permitted to accept it.
  2. Recycle designated materials
    Provide recycling containers in buildings and on grounds to collect Dakota County’s Designated Recyclables from event participants.
  3. Locate recycling containers with trash containers
    Wherever there is a trash container, there must be a recycling container within 10 feet in all indoor and outdoor locations, including on property grounds. Recycling containers must be large enough to collect all recyclables, and not overflowing.
  4. Label containers
    Label each indoor and outdoor containers according to County labeling requirements. Replace labels if they become damaged, unreadable or if text or images conflict with county label requirements.
  5. Provide recycling education
    Provide standardized recycling education at least once a year to employees, event volunteers and contractors who manage event waste. Provide education within 30 days of hire and within 30 days of a substantial change to the waste and recycling program. Education must cover what and how to recycle in accordance with requirements listed on Dakota County’s website.

Public Works Permits & Petitions

The City of Eagan does not allow the depositing or storing of dumpsters, trailers, storage pods or landscape material in the street. These items must be placed within the property (driveway/yard). There are no exceptions.

The City of Eagan requires permits for Grading/Excavation and work in Right-of-Way, Easements or City Property. Petition forms need to be filled out for neighborhood improvement requests.

A Grading/Excavation Permit is required for work that disturbs 10,000 square feet or more in total area OR requires excavation or fill of 5 feet or more in depth.

Grading/ excavation permits are NOT required for development activities covered under development contracts or building permits or under public improvement projects administered by the City, State, or County.

2023 Fees

If preliminary platted: less than 1 acre = $300; 1 to 5 acres = $500; 5+ acres = $700
If not preliminary platted: 0-5 acres = $300 / each additional acre over 5 = $50 ($800 maximum)
Permit renewal = $200
Financial Guarantee requirements may be required. Grading/Excavation permits are required per Section 4.30 of City Code.

Right-of-Way (R-O-W) is land acquired for public use, and intended to be occupied or which is occupied by a street, trail, railroad, utility lines, oil or gas pipeline, water line, sanitary sewer, storm sewer, snow storage or other similar uses. The primary type of Right-of-Way in the City of Eagan is a street Right-of-Way which typically extends 10-15 feet behind the curb line. A Right-of-Way Permit may be required for any excavation, landscaping or placement of object(s) within the public Right-of-Way. The only obstructions that are allowed to be in the Right-of-Way without a permit are mailboxes and street signs.

Anyone excavating must notify 'Gopher State One Call' of any proposed work by calling (651) 454-0002 or going to www.gopherstateonecall.org. The Gopher State One Call Center will notify the various utility companies so locations of underground lines can be marked.

  • ROW excavation/installation permit up to 1,000 feet = $250
  • Area greater than 1,000 LF = $0.20 per foot plus minimum $10,000 one-year warranty bond or security deposit. The security deposit will be calculated when we receive the permit form.
  • Excavation/ Installation fee (joint trench) = $90
  • Winter ROW excavation surcharge (December 1 - March 31) = $100
  • Obstruction permit = $50
  • Private Improvement in the right-of-way (affects blvds., streets, trails, and sidewalks): Residential = $30 / Commercial = $250
  • If maintenance agreement is required = $400
  • If disturbance of existing infrastructure (curb, sidewalk, catch-basin) = $250 (plus minimum of $500 security deposit for one year warranty). Security deposit will be calculated, based on the scope of the project, when we receive the permit application.

We require a completed petition form when residents desire improvements within their neighborhood. Once received, we will review and research the requested improvement.

Stormwater Management Permits are required for any operation that is regulated by City Code §4.34 that has the potential to contribute pollutants into Eagan’s municipal separate stormwater sewer system or waterbodies.

Stormwater Management Permit - Construction
Required for any construction project that is listed within section §4.34-B of Eagan’s Stormwater Management Regulations.

Stormwater Management Permit - Outdoor Bulk De-icer Material Storage
Required for bulk deicer material storage of 5-tons or more in dry form or 1,000 gallons or more in liquid form at any one time either outdoors and/or within a temporary containment structure on a parcel of record. Storage of deicer material within individual commercial packaging is not applicable to this requirement.
