The Comprehensive Plan serves as a guide for Eagan’s future growth, development and redevelopment. It is intended to be broad in scope while establishing general goals, policies and strategies. It serves as a guide for developers, landowners, citizens, elected and appointed officials, business owners, and investors as they make decisions about land use and infrastructure. The plan looks 20 years into the future and is required by State Law to be updated every ten years. The Eagan City Council adopted the City's full 2040 Comprehensive Plan on March 2, 2020
